The International Metropolis Project is a forum for bridging research, policy and practice on migration and diversity.
The Project aims to enhance academic research capacity, encourage policy-relevant research on migration and diversity issues,
and facilitate the use of that research by governments and non-governmental organizations.

  MINISTER ELINOR CAPLAN - Biography [X] Close Window  

Elinor Caplan was appointed Minister of Citizenship and Immigration Canada on August 3, 1999.

Minister Caplan was elected to the House of Commons, for the riding of Thornhill, in June 1997.

From 1985 to the 1997 federal election, Minister Caplan served as the provincial member of Parliament for the riding of Oriole, in the province of Ontario.

Minister Caplan served as Ontario Minister of Health from September 1987 to October 1990. During that time, she was a member of the Policy and Priorities Board and chaired the Cabinet Committee on Social Policy. She has chaired the Ontario Management Board of Cabinet and served as Minister of Government Services.

As a member of the opposition, Minister Caplan served as Chief Opposition Whip and held a variety of critic roles from 1990 to 1997.

Minister Caplan served as alderman for Ward 13 in the City of North York from 1978 to 1985.

From 1973 to 1978, Minister Caplan was President of Elinor Caplan and Associates, specializing in real estate title searching and conveyancing.

Elinor Caplan was born in Toronto in 1944. She and her husband, Wilf, have four children and six grandchildren.
