'Multicultural Policies and Modes of Citizenship in European Cities' [MPMC]
is a largescale, multi-sited comparative research project adopted by UNESCO's
Management of Social Transformation [MOST] programme in 1996 (see www.unesco.org/most).
The five-year study, involving research teams in seventeen European cities,
has examined the development and interplay of both 'bottom-up' (community-led)
and 'top-down' (local government initiated) strategies, activities, frameworks
and policies concerning immigrant and ethnic minority participation in
public decision-making. As with the MPMC project itself, the Workshop
will underscore the conditioning factors and policies that seem to channel
differential outcomes in immigrant and ethnic minority political participation
across Europe. In the MPMC workshop 5 research
teams will present their findings and members of relevant NGO's and municipalities
will comprise a panel of respondents. The workshop consists of two sessions
(each 1.5 hours). In the first session 5 presentations will be made all
on the subject of immigrant integration and participation in the concerning
cities:
1) Presentation of research conducted in Zurich by Prof. Andreas Wimmer
(University of Bonn).
2) Presentation of a comparative study of Lille and Birmingham by Romain
Garbaye (European University Institute, Florence)
3) Presentation of an analysis of diverse local political structures by
Michael Alexander (visiting researcher at AME, University of Amsterdam)
4) Presentation of a specific case study in Cologne by Prof. Bukow (University
of Köln)
5) Presentation of research conducted in Amsterdam and comparison to similar
research in Zurich, Liege and Berlin by Meindert Fennema (Universiteit
van Amsterdam)
6) Presentation of the Lisbon case, by Margarida Marques (SOCINOVA, Portugal) In session two we will stimulate
discussion between all parties involved. The discussion will be initiated
and chaired by a panel of policymakers and representatives of NGO's. :
