WORKSHOP DESCRIPTION:
Since many Countries are trying to identify how to manage immigration
flows, there is the need to compare and discuss the different systems
already implemented.
Different countries have constructed immigration programmes around instrumental
themes such as: the recruitment of well-trained, well educated persons
with flexible skill sets for the purpose of boosting domestic productivity;
filling economi niches by importing scarce labour (recruiting either permanent
or temporary entrants).
A wide variety of systems are employed by countries to select and manage
economic migration programmes. These include programmes to regulate the
flow of highly skilled workers; to regulate the intake of business migrants;
to regulate temporary entrants, including workers and students; etc. The
"machinery of management" involves some mix of legislation,
regulation and administrative directives which are combined in various
ways to manage applications, processing and visa issuance. The choice
of mechanics is not trivial. It has implications for system stability,
for resourcing and for selection outcomes.
The workshop offers an opportunity to consider those different systems
stressing their positive or negative impacts on the social and political
domain. The question of whether to admit and how to manage the entry of
people is an emerging and sensitive issue for migration policies and path
of implementation is f from clear. The two questions are: Does the quota
system work? Is it the only method we can use in a fragmented labour market?
From that perspective, international comparison is a "must"
in order to share best practices.
The presentations would do the following: broadly describe the programmes
in different countries; report on the relationship between selection criteria
and select economic measures; report on the "machinery of management"
to process applications, visa issuance, selection. DURATION:
