Mr.
Puleo was appointed Office Director, Anti‑Crime Programs for the
Department of State in 1998. He has restructured office operations by creating
a more responsive and coordinated international law enforcement assistance
program. Led US negotiations of the two migrant protocols to the Organized
Crime Convention during deliberations at the United Nations Crime Commission.
Directed the preparation of the first Trafficking in Persons congressional
report.
From
1995 to 1998 as Director, Migrant Smuggling Division, Mr. Puleo established and
directed the State Department's policy and operational anti‑migrant
smuggling office. Created national diplomatic strategy for combating
international migrant smuggling. Participated as US's lead negotiator in many
bilateral and multi‑national efforts to deter migrant smuggling.
Prior to that he worked for the Immigration and
Naturalization Service from 1972 until 1995 in many different positions.
From 1994 and 1995 Mr. Puleo was Executive Associate Commissioner,
Programs. During this mandate he supervised all ten domestic program and
policy offices within the Immigration and Naturalization Service during
the beginning of the largest period of growth in its history. Established
a new border strategy for the United States' Southern Border. Initiated
legislative changes that lead to the second most extensive change to the
Immigration and Nationality Act. As Acting Executive Associate
Commissioner, Operations from 1993 to 1994 he supervised all of the
agency's domestic operations including direct supervision of the 56
District Directors and Border Patrol Chiefs, and Headquarters program
offices. Held the number two position within the agency during the
Presidential transition. Organized the agency's operational response to
the advent of Chinese smugglers' attempts to bring illegal migrants to the
United States by sea. The earlier positions held by Mr. Puleo at the
Immigration and Naturalization Service were Associate Commissioner,
Examinations from 1990 to 1993, Assistant Commissioner, Adjudications from
1987 to 1990, Special Assistant to the Deputy Commissioner from 1983 to
1987, and as Deputy District and District Director in several field
offices.
