Workshop description: In the context of globalization migration has become a worldwide and increasingly complex phenomenon that requires comprehensive and multidisciplinary government responses. A global framework for inter-state co-operation should be developed on the basis of Guiding Principles that would facilitate such inter-State co-operation, recognizing the need for a balanced approach in facilitating regular migration and preventing irregular migration and the fact that migration root causes are related to a broader economic, social and developmental context. The fundamental premise of a framework for inter-state co-operation should be based on common understandings, recognition of national and regional interests, State sovereignty, respect for the rule of law and principles, and shared appreciation of best practices in migration management. The differences in migration interests between origin, transit and destination countries in developing and industrialized regions have to be recognized. In the context of the "Berne Initiative" - A Global Consultative Process for inter-State Co-operation on Migration Management, launched in June 2001, the following interests common to all countries have been recognized: maintaining good inter-State relations and maintaining the rule of law, ensuring protection and equal and fair treatment of migrants, fostering national security, stability and development, strengthening joint management of borders, combating migrant trafficking and smuggling etc.
Goals of the workshop: The workshop will explore the basic policy and legal premises on which a global framework could be developed, discuss legal principles and best migration management practices that could constitute the Guiding Principles for future inter-State co-operation, and review institutional arrangements, challenges and benefits of existing regional co-operation structures in managing migration, such as the Budapest process and the Puebla Process, as a basis for the development of a global framework. The workshop should also focus on specific areas of state to state co-operation in migration issues.
Policy relevance and topic: Government and other migration policy makers, and other actors dealing with migration, increasingly consider that global migration challenges call for broader and comprehensive approaches in migration policy and management. Such an approach includes interests of migrant sending, receiving and transit countries.
How international comparisons are included: Different regional inter-state processes in migration management should be analyzed, and development of common goals and principles for a more global understanding should be addressed.
Reference to concerns with policy-making and best practice: Exchange of experiences and best practices.
