Workshop description:
Year 2001 puts the question of security right in the middle of the administrative and political agenda of several Countries. And generally speaking public opinion often joined the issue of “migrants” and “foreign people” with national security policies. Today, more than 140 million people live outsider their Countries of birth and migrants comprise more than 15% of the population in over 50 Countries. We can expect 45 million people in developing Countries will enter the job market each year through 2015: many will non find a work and some will emigrate. Illegal immigration will grow, matching other forms of migration into many more developed Countries, which need migrants because the aging of their populations and shrinking labour forces. The arising question is how to balance national security policies with respect of human dignity, with individual rights, without a “close the border” policy not taking in account the complexity of this situation. The workshop wants to promote sharing of best practices starting from different national/organisational experiences to promote “realistic policies” facing security and migrations.
